I am also using Acrobat Distiller 3.0.1 on WinNT, but I'm getting dates in
the correct form. However, the dates are not correct. They all say 9/1/99.

I have indeed the same problem. I'm using Acrobat Distiller 3.0.1 on WinNT,
and the document info gives dates looking very much like your
D:191000111125719.
