Dan and Gil,
Both versions of the SHED editor will allow you to replace the graphic while
leaving the hotspot information intact. Using the old SHED, you open the
bitmap in whatever, copy it to the clipboard, open SHED, load the SHG, and
select Replace from the Edit menu.
Using SHED2, load the SHG, select Import Graphic from the File menu, browse
to the new BMP and click OK.

This editor has the ability to replace the bitmap portion of the shed file.
It's a great timesaver and should help with your problem.
