I do editing on the side, and I can categorically state that I would NEVER take
a job at a per-page rate. Two reasons: 1) There's too much variance among
pages. How could you charge the same rate to look at a picture as to edit 6
paragraphs? 2) The fact that a manager would even ASK for such a rate indicates
that he must have pointy hair.
I advise your colleague to charge between $25 and $45 per hour, depending on 1)
how great an editor he thinks he is, 2) the complexity of the job, and 3) how
hungry he is.
