I believe that what is happening is that employers don't want to train a writer on their business. They also don't want to interrupt their programming staff with questions. So, if they can find someone who can pick up the code after just a brief architectural overview and begin writing then they have struck GOLD.

Tony Markatos responds:

This can occur if the code is well designed (i.e., if the developers had an adequate understanding of the end-users and their goals). But - and this has been my experience - if the developers really do not have an adequate understanding of the end-user's goals, the resulting "spaghetti" code is a poor input to creating effective documentation.
