Document Control with Software Configuration Management Program?

I've been asked to look into using the feasibility of using Rational's
ClearCase, a software configuration management tool, as a document control
system. Has anyone heard of this being done?
From what I've seen so far I'm not sure this is a good idea. While the
system seems to work well for software version control I'm not sure this is
the best solution for a good document control system. However, I'd like to
get some more feedback before I meet with the member of our IT staff who
suggested this.
