I have used a shareware product called Icon Easel to create icons from *.bmp
files originally created in Freehand and Photoshop. When I save the file that I
want to use for the icon I save a copy with the correct dimensions - 32 x 32
pixels. When you open Icon Easel select View\Paste from File, browse for the
image file that you want to save as an icon, and select OK. I suppose that
seems obvious but I originally looked under the File menu for an Import option
and did not find one. You might be queried about the image palette when you
paste your image.
I have tried saving files as *.ico in Photoshop and opening them in Easy Icon
(another utility available from the creators of Icon Easel) but they were not
recognised as the *.ico file type.
