It depends on how you will actually deliver your material. One thing is for
sure, the 8.5 x 11 format is pretty rare here in Europe, and if your
customers are supposed to get any supplies for this format, they will have
quite a bit of trouble.
What you could do, and it would be acceptable, is to use a layout which
respects the shorter dimensions of the 8.5 x 11 and the A4 format. This
would then give you the possibilities to print on both formats, and -- if
desirable -- to trim the result to a more harmonic border width.

We are considering redesigning our templates. One of
the questions which came up is page size. We have
been using 7x9 and would like to go to 8.5x11. I remember
that we have had discussions on this before and came
to no consensus. There does not seem to be an industry
standard. Both 7x9 and 8.5x11 seem acceptable in the
U.S.
My question: is 8.5x11 acceptable in the international
markets? A majority of our business comes from
Europe, South America and the Orient.
