If the groups are large enough then it is ok. The real problem is in standardization of materials, procedures and career progression.
If you end up with one or two writers in each division, you have problems in quality control, standardization, procedures, career progression, etc.
You might have those problems, but not necessarily. An editing department can take care of techwriting quality control, standardization, and procedures. To keep everyone informed, get all the techwriters/editors together for team meetings occasionally and use the many techniques suggested for telecommuting environments, or other situations where everybody isn't in the same office every day.
