That strongly depends on how much lower the pay is.

These two together would make me accept about 0.5-1% less income than I
have now.

No.
>occasional telecommuting acceptable (once a week is the standard)
No.
(I prefer to work in my office at the company - makes it easier to drop
work in the evening. Only a baby would make me consider changing my mind -
and in that case, once a week is not enough.)
>casual dress
No - that's standard here. Unless one has to deal with customers, people
can wear whatever they like.
>a standard 40-hour week
No. That's standard at several companies I know.
