still do, mostly. But not that long ago I was invited to an interview and
warned that there would be a technical writing test: "Take a spec and turn
it into user documentation". (Yes, at the interview.)

Jane, you are correct. What you describe is a completely misguided idea for
an interview test.
But it's nothing like what Damien described:
"how would you create a class for...
Nothing too taxing but enough to show if they knew what they were talking
about and to highlight the need for more detailed technical questions."
The equivalent tech writer test would be something like:
"Your resume says that you know RoboHELP. Tell me how you decide what to
include in a topic." or "Show me how you would create a topic."
