Program participants generally do not get a free membership.
If worldcon makes money, they are often reimbursed their
membership fees, but that's not guaranteed.

A distinction should be made between a GoH (Guest of Honor),
who is indeed reimbursed because he or she is the invited
guest of the convention (and as I said, this is limited to
only 2 or 3 guests) and sommeone who participates in
programming.
