The goal is already stated. These are help topics, and each topic is
titled by the goal:
"Create a Filter"
The steps ARE the tasks to accomplish the goal. it just happens that
the goal might tale 3, 4, 7, 10 , or more steps.
What you used is another possible way to do it. The example I gave
was a simplistic version that I made for the message. However, the
pattern is the same. "Do an action, see a result."
