I am hoping the list could help with our cost assumptions to producing a Policy
and Procedure Manual. Basically we are looking at in-house development vs
contracting the development work. This does not include the cost to publish
(paper, printing, or to an intranet etc).

First the assumptions:

Avg. Tech Writer Salary $50,000
Overhead 30% of salary or $15,000
Avg. Tech Writer Cost = $65,000
Business days per year 240 (260 days - hol & vac.)
= cost per day $270.83
Avg. # pages per day output 3
(researching, writing, editing, formating, reviewing.)
pages per procedure 3
procedures / day 1
inhouse cost per procedure $270.83

Consultant may charge $70/hour
hours per day 8
= Consultant cost per procedure $560

cost range $271 to $560

Therefore it seams the cost to develop a complete 3-page procedure with a policy
statement, scope, responsibility, and step-by-step procedure ranges from $271 to
$560 depending on developing it in-house or contracting the work.

Is this a realistic analysis or should we change the assumptions for average #
pages per day, pages per procedure, cost of a writer, cost of a consultant or
the overhead charge.

Are there any other considerations that are not included to costing the job?
