My original question had to do with an Index tab that contained no info when
several .chms were merged. Suggestions from several people solved that
problem and also added info on dealing with merged .chms in general.
John Daigle, who's a Certified RoboHelp Instructor, wrote:

have at least one keyword in the master project for the sub-chm
Indexes to show up in the Master Index Tab. This is easily
overlooked, because the master project is often just a "shell" to
hold the sub-chms, and an Index for the master project may seem
superfluous. You'll need at least a "Welcome" or some dummy keyword
in the master for the rest of the Indexes to show up. More on merger

I don't remember the exact wording of the option, but when you merge
the indexes of .chm files into a master project, you have to compile the
individual .chm files with a binary index. There was a check box somewhere
on the project options in the last version of RoboHTML I used that you
have to set so that the merged project can use the indexes.

He has helped me in the past, and is a Help guru. I do know that the
glossary and browse sequence features do not work across merged .chm files.
The Index feature should work however.
The sites mentioned by Dave and John both had lots of helpful information on
the general issue of merging chms, which I thought was worth pointing out to
the group.
Thanks to each of you. We've fixed the problem and are now happily moving
on.
