This is something that afflicts a lot of jobs, not just TW. One place I worked the senior engineer had reached the upper limit for his pay scale and so, in order to keep him, they made him a manager (Quality). Less than a month later he'd gone - they lost one of their best engineers simply because of the pay structure they'd tied themselves into. One writer I worked with started life with ICL and they ran parallel pay structures, one for managers and one for engineers etc. This let them keep their tech staff. I've known writers go the route - staff writer, manager, contractor simply because the structure wasn't there to accommodate them.
