Some ideas for you.
#1: Word 2K master documents are fine - just DONT change your template
midway.
#2: You could use the Chapter - Page number numbering method, which then
sees every chapter restart at 1.
#3: Chances are where your problems are, there is a section just previous to
it, quite small (probably the heading one) which HASNT had its page numbers
set to continue from previous - thus breaking the chain of links to your
current section. IE - set ytour page numbering in EVERY SECTION
#4: I use a macro to go through EVERY section in the document and set the
page numbering properties.

I'm fairly certain that the cause of the problem is related to the large
number of section breaks I'm using. The column format for this manual uses
two columns for body text and 3rd and 4th level headings, and one column for
chapter starts, and 1st and 2nd level headings. To accomplish this flow,
I'm separating the 2-column format from the 1-column format with continuous
section breaks.
