I have not seen this in FrameMaker, so cannot confirm, deny, or offer a
workaround. I know this is an issue with Acrobat. I recommend you checkout
the FrameUsers list or Adobe User to User Forums.

For the most part, FrameMaker and Word target different audiences and
different purposes and go about accomplishing their tasks in very different
ways. I recommend you revise your workflow to eliminate the need to
roundtrip between the two. If you do this kind of thing often, checkout http://www.filtrix.com for a third-party filter--though I have no personal
experience with that filter, it has to be better than the Word filters that
FrameMaker offers and the FrameMaker filters that Word offers <g>.
In short, I believe there is no better way. Checkout the Adobe User to User
Forums, in particular, the FrameMaker FAQ.
