My solution to this was to define Heading 1 with the non-scrolling
region, and then to use Heading 2 (without the non-scrolling region, of
course) for all pop-ups. That took more planning ahead of time, but
avoided the problems that style changes would cause. It also looked a
little better, because a pop-up doesn't really need a heading as large as
a main topic (and sometimes they don't need a heading at all, which is a
different solution to this problem).
