It should be noted that you can't freeze rows in the middle of the table.
What you can freeze is limited to:
*the first row
*a range of rows beginning with the first row
*the first column
*a range of columns beginning with the first column
*an "L" shaped combination of legal rows and columns
To freeze a row, you select the row AFTER the last row you want to freeze.
Therefore, if you wanted to freeze the first row (to have the header on the
screen at all times), you would select row 2 and then select Freeze Panes.
If you select row 1, all you will freeze is the non-existent row 0 (in other
words: no effect at all).
To freeze a column, you select the next column.
To freeze both, you select the next single cell after the intersection of
the two axes. For example to freeze rows 1-9 and columns A-D, you would
select cell E10.
You can freeze certain panes. That way they will stay while you scroll
down, add new rows, etc. I think that is what you want. If so: Select the
rows you want to stay at the top of your viewing screen all the time. Then
select Window/Freeze Panes.
