The original poster didn't mention it, but if file size is going to be an
issue (for storage or bandwidth reasons), HTML will probably be a lot
smaller.
And with HTML comes the problems of inconsistent application of the published standard by different browsers, the mutable nature of the document to the user setup preferences, the problem of printing reliably or in some cases coherently.
HTML is not designed to do the type of layout that many people attempt to make to do. Hence the fact that many pages in HTML are formatted in tables.
XML promises more, but the promise is not yet realized. The other problem with HTML is that it requires a rather heavy investment in tools and training to maintain a source document that might not be reproducible in the desired layout. Authoring tools for HTML and XML are both oriented at a user who is not a content producer, rather they are an enabler.
No easy solution is in sight. But these are still young technologies, something will arise.
If printing, layout, and portability of the data as a coherent unit are high on the list of desirable features, HTML is probably not the right fit, PDF is.
