It depends. Corel Draw will not open an Illustrator EPS. Illustrator may or may not open a Corel Draw EPS (usually not). Etc.
However, there is a workaround ;-)
You can run any well-formed EPS through Distiller to produce a PDF. Then you can export a new EPS from Acrobat. Voila! Almost anything can open an EPS generated this way. In particular, Illustrator can open it and allow you to manipulate all the individual elements.
The only place I'm aware of where this breaks down is gradients. Distiller sometimes insists on turning gradients into one-pixel-high lines rather than keeping them as unified elements.
BIG QUESTION, before you run out and buy expensive software, though:
Why do you need to OPEN the EPS? If all you need to do is include it in a document, you can just link it into a page and print from there. You should only open the file if you need to change it.
