An old HTML hack is to make a clear GIF the size of your desired tab, space,
etc. and insert the GIF where ever you want the tab.

Hi, I just joined this list, but have been having issues with generating
HTML in Frame for the past six months. My problem is with keeping tabs and
spaces intact; the HTML conversion tool, as well as WebWorks, will only
allow one space at a time. I've been manually entering groups of
non-breaking spaces ( ) into hundreds of pages of code. Does anyone
know any way around this, a plug-in perhaps, or some trick? The Adobe tech
support wrote it off as a "quirk" of the program, but I know there's *got*
to be a way around it. My sanity thanks you in advance.
