"A three-judge panel" (with hyphen) would be correct. Or you could avoid
the whole issue by rephrasing it as "a panel of three judges."

"Three-judge" is a compound adjective, like "red-handed," "one-horse," or
"well-known": two words functioning together as an adjective. More often
than not, I've seen people drop the hyphens out of these... but they should
be hyphenated.
