Aha... Let me weigh in (in a "way in" sort of way) on this. Dick said:

Again, my disgust is not with "the quality of candidates these
days"; it is with an educational system that gets suckered by snake oil
salesmen peddling (NOT pedaling!!!) their cockamamie pananceas to
educated but fundamentally stupid school administrators.

Another answer I got at parent/teacher sessions at a Silocon Valley
high-school - "5 classes, 30 kids each - 1500 pages to grade for each
10-page writing assignment. I have to deal with public-school problems
(ESL, weapons, drugs, learning/emotional problems). I need to keep
teaching during the time you want me to mark up these 1500 pages, plus
attend meetings, plus buy materials for class with my own money. *When*
do you propose I grade these papers, and why don't you vote to pay me a
decent salary?"
No wonder it's so easy to sell snake-oil to the schools... It looks
like a miracle cure. Likewise, the tax payers buy snake oil when they
believe they can improve schools by cutting funding. Looks like we're
talking about a human-nature thing, here.
