FrameMaker uses the Reference pages of the TOC to define the contents of the
TOC. This was the same in earlier versions of FrameMaker. This might not be
intuitive if you come from another product, but it is entirely intuitive to
FrameMaker users. Furthermore, this is actually documented in the user
guide.

Here's the deal, as with other versions of FrameMaker, you set up the
Reference page using system variables to get the output you want. So, in
order, I recommend you close everything but the book file. For each chapter
in the book, use Format|Document|Numbering to set up the chapter numbering.
Then, on the reference page of your toc use system variables to set up what
you want. For example:
<$paratext> [a tab and leaders inserted here] <$chapnum>-<$pagenum>
<$chapnum> is new for FrameMaker 6, BTW. It grabs the chapter number you set
up in Document|Numbering. This replaces what you used to set up in chapter
setup in earlier FrameMaker versions. Initially, because it has changed, you
might choose to dislike <$chapnum>, but as you get more comfortable with it,
you'll find it a pretty useful variable.
