Actually, the IEEE has lobbying capability, so they can manage the
license/restriction aspect of the problem. The STC does not have the ability
to lobby for the necessary authority.
The IEEE is already moving to license software engineers. And, more
surprising is that the IEEE licenses financial engineers. Neither of these
disciplines have anything to do with "engineering."
As far as the suitability goes, that is boils down to the issue of English
vs. Tech. The people on the technical side of TW would probably find that
the STC and IEEE more fully represent their viewpoint.
