I doubt that it has changed. Texas is pretty strict on residency status. A
few days ago the morning news had a feature of a group of permanent resident
aliens in Austin who were protesting the fact that they could not get
in-state tuition rates in Texas without a Social Security card and could not
get the SS card without citizenship. One of the people they interviewed had
been here for five years and said that Austin Community College was costing
him $9,000 (he didn't specified if that was per class or per semester or for
a year), which was several times the in-state rate, and so he had to drop
out.

Note: I chose USU over Texas Tech for one main reason:
cost. When I looked into it a couple of years ago,
Texas Tech charged out-of-state tuition even for the
online course. In contrast, USU charges the same
tuition as for in-state students. So whereas USU costs
me around $495/course, Texas Tech would have cost me
upwards of $2000/course. This may have changed now.
