Mick, two guys I know, David Cramer and Greg Rakauskas, compiled a list of
document generation tools. Their list focuses on C/C++, but lists two that
work for Basic or Visual Basic. Here they are:

Autoduck (says it works for Basic)

DocJet
www.tall-tree.com/docjet/index.html

You don't say if perhaps you need a tool for controls. I know of two that
let you auto-generate docs for ActiveX controls or DLLs:

Component One's VSDOCX (http://www.componentone.com/)
DevComponent's HTML Help COM Assistant (http://www.devcomponents.com/)

You might want to search VBNet or Component Source, too. I just searched
Component Source (www.componentsource.com) and found two more: Document! VB
and Document! X. The descriptions for these sound like they might be what
you're looking for.

Of all these, I have tried both VSDOCX and the HTML Help COM Assistant to
generate some basic files for our ActiveX controls. Since I haven't used
them extensively, I'd hesitate to recommend either one. The HTML Help COM
assistant is free, and several of the others provide evaluation software, so
perhaps that will help you out.
