Yes, we do this for our consulting clients all the time. We use FrameMaker
to produced printed documentation, and then use WebWorks Publisher to
produce context-sensitive WinHelp, JavaHelp, HTML Help, and WebWorks Help.
Works like a charm.

For most languages, yes, but not Hebrew, I think, as someone already
mentioned.

Your translators are (or at least should be) using a translation memory
system, so this is really a non-issue.
