Steve's correct. He was not describing a work-around,
but how Word numbering really works. There is a plan
(albeit a pretty hairy, scary one) behind those
galleries, and numbering, and built-in headings in
Word. There's a wonderful article by John McGhie that
explains how Word numbering works, and corroborates
Steve's claim:

If you read the article, pay close attention to his
discussion of the galleries - THAT'S the place where
I'm seeing people's numbering go crazy in documents
around here. Multiple galleries battling each other,
unbeknownst to the user. It's time for me to go ahead
and learn the SEQ fields.
