IMHO

A "Guide" doesnt contain procedures or work instructions.

So, a manual would have a topic like this:

Getting a Pay Raise

This topic covers the application and preparatory activities for achieving a
pay-rise blah blah

To Get a Pay Rise:

1) Approach boss with a shotgun
2) Aim at boss
3) State the amount of money you require.


Now a GUIDE would phrase that same info like thus:

If you want to get a pay-rise from the PHB, the best way is to aim a shotgun
at his head and demand the money.


See - one is an instruction, the other is a guide.
