I'm assuming that they're not just giving you 'make work' and that the above
project fills a need that is going unmet while your reviewers drag their heels
doing their review. What I would do in this situation, especially if I believe
I've done my usual thorough and complete job, is tell them that on
such-and-such a date I WILL PUBLISH said document, whether they've reviewed it
or not. If they want their comments to be considered in the published version,
they need to get them to me at least two weeks prior to publish date.
Otherwise, they'll go through the normal update process.
If you can't do that--though it usually works for me--dump the problem in your
manger's lap. That's what managers were created to do: solve problems.
As for your third project--not quoted here--let your manager know that you are
off to other things, that this third project seems to be a deader. Perhaps your
manager can light a fire under somebody, but it seems like time for you to move
to the next new project or two.
