Seriously, I've been fortunate. I've made a lot of solid contacts over the
past few years. Though consulting was a temporary thing for me (when I was
between jobs), I was able to find work easily and quickly, just by calling
those contacts.
If you're starting out at ground zero, my suggestion would be to hook up
with either an agency or a consulting shop and go from there. They will help
you find the work, and you can build your contact list from there. As for a
portfolio, I haven't needed to use one, but I'm sure that's not the norm.
Ideas for self-promotion... well, for one, you're already using one. This
list. :)
