your documentation department generate revenue? If so, what's your

We don't bill internally, but do enough contract work for other
organisations that we've developed a costing model. The model includes both
our time and a share of the resources needed to keep us amply supplied with
coffee, computers, and red pens (I'm an editor), and gets calculated as a
per diem. There's no allowance for profit, since we're a not-for-profit
research organisation, though I don't doubt that the costing factor they use
to calculate my costs includes some fudge factor. So when we bid on a
contract, my skills are added to the bill whenever a report of some sort
must be produced.
