In my humble (and admittedly biased) opinion, the best tools for creating web-based help are web authoring tools like Homesite and/or Dreamweaver. My personal preference is Dreamweaver (in conjunction with our Deva Tools and Deva Search). DW lets you create standard HTML that will work fine with any browser, and lets you go the extra steps to add DHTML, pop-up windows, etc., in a low impact way. To be fair, DW has a learning curve, but it's one that is well rewarded. Feel free to contact me offline if you have specific questions about DW and/or RoboHELP.
