Well, one could certainly come up with a situation that makes the sentence both true and gender-neutral, but one would be missing the point. :-)
The last thing I want to do (well, maybe second-to-last) is start that argument again, so here is my one contribution: If you (not Bryan) really think "he" is gender-neutral and all-inclusive, what pronoun do you use when you're talking about nurses, secretaries, or babysitters?

Ah, but is it a given that the wife actually lives with the husband? She
could possibly maintain a separate residence in another city or another part
of the same city. Then she would not be the killer's neighbor but would
