I'm new to the list (well, I was on it long long ago and just joined again), and
I figure I should chime in my two cents.....
The advantages are NOT with being with marketing. Although they may do some
work that can fall under a marketing theme, it gives the wrong impression and
value to a tech writer. My last job was working as a tech writer under the
project management team, and when it came time for cuts, project management
didn't see the need of keeping on the tech writers while some of the engineers
thought it was a really stupid thing to cut. Normally, engineering groups are
much more task-aware of what needs to happen for a release, and better able to
understand how to allocate a writer's time and work schedule.
