Your request for wisdom has generated a lot of philosophizing and
pontificating, but it can be boiled down to a couple of issues.

1. If you are the manager of the documentation team (you didn't say) you
ought to be able to put forth the reasons for hiring the new person. If they
did not include the new project, you can argue that the person was hired to
support your original needs.

2. If you aren't the manager, mind your own business.
