Interesting ... Never seen that. But then TOEFL (through Educational
Testing Service) is a client, so the only definition allowed here is "Test
..." :-{).

BTW, TOEFL is a registered Trademark.

Apart from Test, I have seen the T stand for Teaching.  Some friends of my
wife (a teacher) has TOEFL on their resume, that is they have a
qualification to teach English as a foreign language.
