According to my trusty rusty MS MoS, they are commands, and don't you dare
add "drop-down" or any other type of modifier to "menu" as MS MoS says it's
baaaad. ;)
Menu name (File, edit, etc.) is technically an Access Key.
Selected Access Key is a Menu Name.
Menu items are Commands.
I dunno... it may be technically correct, but it's confusing based on how
people generally talk about software.
