IMO, Acrobat security is pretty basic.
Huge caveat: only modify the file if you have the legal right to do so.
FWIW, I've used GhostScript (together with GhostView) to convert a secured
PDF back to PostScript, which you can distill to an unsecured PDF, from
which you can delete the offending page. Unfortunately, you will almost
certainly lose some quality on the way.
