My thought (you asked) is that you're right. Words like "nested" or
"sub-tabs" introduce an unnecessary layer of abstraction. Sticking to
the concrete list of labels is better.
Many, many wording questions on this list deal with a perceived need
for abstract group nouns to discuss such interface components. We
would be better served to avoid them and use concrete, specific nouns.
To its credit, the Microsoft Manual of Style repeatedly makes the same
recommendation.
However, many of us might be faced with creating a document before
the list of entries in the "sub-tabs" had been created. Since the
concrete elements do not yet exist, we must rely on abstraction and
generalization. My gut leans toward "sub-tabs", if needed. (I'm not
sure what the nested tabs are nested in.)
