The key is a special part called a tensioner. The tensioner consists of a
pulley mounted on the end of an arm that turns on a base that is loaded with
a spring. When the arm is pulled back, the belt is slack and you can remove
it, but it has to be held in this position because of the spring. When the
arm is released, the spring loosens and lets the pulley move back into
position, tightening the belt. The advantage is that the spring is supposed
to keep the belt constantly tightened in the acceptable range.
In a past life, I worked in a tensioner factory for two years. Before that
I had never even heard of a "serpentine" belt.
