space above, below paragraphs (making a template)

My question has two parts:
1. Does Frame 5.5 do weird things with space above and below?
2. How do I balance the needs of a) a paragraph below a heading and b) a
paragraph followed by bullets followed by another paragraph? (or do I give
up and use shift return, which would be hard to get 8 other people to
implement)

1. I have some bulleted text with the following characteristics:
*11 pt. Garamond
*line spacing: 11 pt.
*space above: 0 pt.
*space below: 6 pt.

When I was experimenting, I changed the space above to 6 pt and kept
everything else the same. When I placed the two examples on top of each
other and held them up to the light, they were exactly the same. Why is
this? I am using Frame 5.5.

2. Assuming that Frame really is doing what it is supposed to, I have a
problem with the Body tag - it is working well for some types of paragraphs
and not for other.

Body:
11 pt. Garamond
line spacing: 13 pt.
space above paragraph: 6 pt.
space below paragraph: 13 pt.

Right now if you have a paragraph, then a bulleted list, then another
paragraph, there is more space between the first paragraph and the bullets
than there is between the last bullet and the next paragraph. I understand
why it looks that way (the tags), but it doesn't look good to me, especially
since the bulleted list goes with the preceding paragraph (there is a
lead-in).

I tried changing the body tag to 10 pt. above and 10 pt. below because I was
trying to keep the total amount of space between paragraphs close to what it
had been (19) and also force the bullets to be centered vertically between
the paragraphs (whether they are actually centered I don't know - see
question 1; but they looked centered). Now that I've changed it, the body
text is not as close to the headings and I'd like it to be. Again, I
understand why, but it seems that I should be able to get a solution to the
bullet problem without causing a second problem. I tried changing the
properties of the Head2 to 0 pt. below, but it still isn't as close as it
used to be (there were only 5 pts. below Head2s before).

Head2 was:
11pt. bold Arial
line spacing: 13 pt.
above para: 13 pt.
below para: 5 pt.

I have thought about just doing a shift return after the last bulleted item.
It would work, but I was wondering if there was a tag solution.
