I just reread my post; geez, do I sound cranky!
Just to clarify: I am not feeling hostile toward the folks I quoted. Not in
the least. I'm not even feeling grumpy today. This is just an issue that's
always bugged me, for reasons that date back to my pre-TW days. And it was
such a battle trying to convince recruiters that five years of relevant
non-TW experience plus zero years of TW experience did not mean "clueless
novice."

You shouldn't apologize. You didn't sound hostile to anyone, and you're making an important point. Experience isn't the same as skill, but people often confuse the two.
I first noticed the difference in grad school, when I saw masters and doctoral candidates who were good at departmental politics, but had little real scholarship or even passion for their subjects. I noticed it, too, during my brief stint in the STC, where (from what I gather), anyone who has had a membership for five years is a senior writer, regardless of expertise.
Formal requirements may please bureaucrats. But they're not the whole story. Thanks for re-emphaszing this important point.
