To which I can only respond BS. It's nice to think they care, but I doubt they
do.

They want to know so they can offer you as low in their scale as possible and
then justify it to you as "Well, it's a good raise from your previous." or "It
matches your previous."

You financial situation is none of their business. If they say what their scale
is, they want you, and they know your qualifications, they should be able to
tell you exactly what they can offer and exactly what skills you need and how
long it will take to get to the top of scale. Otherwise, it's just a variation
on the same old tired shell game played by HR types everywhere.

If their offer is sufficient to meet you financial needs is your business and
nobody elses.
