No, because in that case it doesn't make sense. You don't consult a manual
to tell you where you are - at least not yet. Maybe someday documentation
authoring and delivery tools will be dynamic enough to do that, but right
now they aren't.

But in the case of a how-to where what it is that you want to do is
ambiguously named, I think defining the process first makes sense. Otherwise
you are stuck just as in the hyperlink example.
