The TechWhirl Archives and magazine, created for, by and about technical writers, offer a wealth of knowledge to everyone with an interest in any aspect of technical communications.
First, Scott, you are working for the government. Every HR person knows
that government pays the least of any employers for any kind of 'white
collar' job.
Second, you have a family. It's very easy to say, 'Because of my family,
I preferred to stay in (TOWN NAME) at that time.'
Give them a complete salary history - your California numbers are much
more relevant than your TN numbers.
They will immediately see that you are worth much more than what you are
getting now. You should be able to get back up to where you should be.

This is the lowest amount of money I've made since I got out of grad school years ago, and it's personally embarrassing. When it's time for me to move on, and the dreaded salary question arises, if I'm even close to being honest, I'll get $20,000-$30,000 less than what I'm worth, have made and want to make.
