I don't know of any specific programs, but I do have a book recommendation:
User-Centered Technology by Robert R. Johnson. It seems to be one of the
definitive books on the subject.

Actually, you might want to try contacting Dr. Johnson at the Michigan
Technological University <http://www.mtu.edu> for university
recommendations.
