(please excuse the necc plug for our product)

Doug, bitmap -> vector is a rarity. We DO handle it in our flagship product,
Wright Design Pro 2.2. However, its a fully-featured gfx package at US$199,
which is possibly a problem for you.

The cheap way is to grab a cheap editing product, and do this:

1 Edge filter, tweak to get best results.

2 Play with your brightness and contrast to get just a series of sketch
lines.

3 "Draw" a vector line over every bitmap line.
